In order for a new health care facility to be built, it must first earn a certificate of need from the Tennessee Health Facilities Commission. The certificate proves, in short, that there is a need for the project, that it will be a high-quality space and that it offers an advantage to consumers.

While the certificate of need rules have changed in the past year, TriStar also has a lot of practice with the process, said David Whelan, TriStar senior vice president of strategy development. Whelan has worked with a team to land an estimated 11 certificates of need since he started his role in December 2019, and the final proposal is often more than 200 pages.
