The Metropolitan Development and Housing Agency has created a Resident Services Department and announced Eugene Spencer as the director.

Eugene Spencer

According to a release, Spencer has nearly 30 years of experience in program administration, case management and workforce training. Previously, he was assistant director of resident services at the Housing Opportunities Commission in Kensington, Md. He received his Master's of Public Policy degree from the University of Maryland.
