Bill Haslam ain't exactly hot on this ending of collective bargaining idea: An effort to ban collective bargaining for teachers in Tennessee isn't getting the outright support of the new Republican governor. Bill Haslam says to think that the state's problems are all the fault of teachers is "dead wrong."

Governor Haslam has tried blocking unions in the past. But he says he's not ready to diminish the powers of the Tennessee Education Association or TEA.
