Lawyers representing Tennessee foster children have filed a motion for an emergency preliminary injunction in a lawsuit against the Tennessee Department of Children’s Services, urging the court to end alleged “inhumane conditions” in transitional housing.

A Better Childhood, a New York-based nonprofit watchdog organization, filed the lawsuit in May 2025 on the behalf children and teens ages 1 to 16 who say they suffered while in the state’s custody and that the system fails to keep the children in its care safe.
