People: HMS names chief operating officer

Healthcare Management Systems today announced the promotion of Steve Starkey to chief operating officer, from vice president for product development.

The promotion comes just weeks after President Tom Stephenson rose from COO to CEO, assuming the top role from founder Tom Givens, following the sale of the company to Primus Capital.

Starkey re-joined HMS in 2005 as to lead research and development. He had been one of the early technology professionals at HMS, but left the firm for a succession of chief information officers posts with Community Health Systems, Behavioral Healthcare Corporation and Ardent Health.

Starkey earned his bachelor's at Middle Tennessee State University, and an associates' degree in computer science technology at Nashville State Technical Institute.
